Can a mall be considered dead if it was never born?

Carousel Center is alive and well in Syracuse, and part of its renovation in the last 10 years was preparation of the current mall which was to be included in the vast expanse of the DestinyUSA complex. Obviously that part never happened.

I'm glad I saved this...
